Drag Drop note sometimes goes back to where it came from

As a user who is rearranging notes within a column, sometimes, especially after being in drag state for a few seconds the card will reset to it's previous position after being dropped in the new position, this is frustrating cause I have to do the rearrange action again.

Acceptance Criteria:

1. Notes dragged and dropped should keep their new position regardless of how long they were dragged for.
