Adds
workflow_dispatchto the verify workflow.The merged workflow fires on push to
mainand on pull requests. A run that never gets a runner cannot be re-run without another commit, so a manual run button is the only way to retry one.This PR also carries the first green check for the two Windows backend fixes that merged in PR #5:
EnumProcessescomes from psapi, and theLARGE_INTEGERaccessor is.value. Those merged without a completed run. Run 37365389465 failed on the windows job, and run 37366528677 on the fix commit never got a runner. The run for this PR executes the collector suite on both Linux and Windows, so it verifies both fixes.
