chore(deps): bump the Developer-Tools-Directory actions and their meta-repo pins to v1.20.0

Dependabot #496 moved only the uses: lines, which would have run the
v1.20.0 composite actions against older meta-repo Python
(drift-check meta-repo-ref 7886cbe, release-doc-sync 9be7979). All three
pins now name f10dd5e (tag v1.20.0; v1 and v1.20 resolve to it today).

Upstream changes reviewed (7886cbe...f10dd5e, 16 commits): inputs now
reach the shell only through env, the clone token stays out of argv, the
internal checkout/setup-python versions moved, release-doc-sync writes LF.
Ran both sync.py versions on copies of CHANGELOG.md, CLAUDE.md and
ROADMAP.md for a 0.153.0 -> 0.154.0 bump: the output differs only in line
endings.
