Quote non-commercial restrictions, add a banner for them, refresh thin Evidence

- V31: an active entry with commercial: false must have an Evidence line
  that mentions the commercial restriction (freepbr, penzilla and gaea all
  do); fixtures added
- Entry pages show a "Not for commercial use" banner for such entries, and
  CONTRIBUTING states the policy next to the existing caveat
- Re-read eight sources with one-line Evidence sections and added dated
  quotes (Kenney x2, The Base Mesh, 3dmodelscc0 x3, Draco, CMU mocap)
- mixkit-sfx: verified now matches its newest Evidence line
