bazel: fetch GNU downloads through ftpmirror.gnu.org - #12104

rules_m4 fetches m4 from mirrors.kernel.org, then ftp.gnu.org. When
both time out, analysis of //:openroad fails: the master Docker build
failed that way on 2026-11-03 ("Connect timed out" for
m4-1.4.18.tar.xz).
Rewrite both to GNU's redirector to a nearby mirror, then a second
mirror, keeping each original URL as the last fallback. Every download
is still verified against its pinned hash.

Builds run in the US so German mirrors should be a last resort. Please reorder.
