chore: upgrade Go to 1.27.2 and golangci-lint to v2.14.0

ci takes the newest Go of the line in go.mod, which became 1.27.2.
golangci-lint v2.13.2 cannot read what Go 1.27.2 compiles (export data
version 5), so the lint of every pull request failed.
