Streamline Lint and Format

Description of the task

This message on git push is really annoying. Can we streamline it to auto format on git push somehow?
Maybe we can have syntax highlighting in clion (although highlighting is already super broken)

Acceptance criteria

• I can git push without having to manually run a script or get caught formatting.

(not in pod A but just my thoughts) iirc, I made it a prompt because lint and format was really slow and it would be annoying to run it automatically on every push. Also, automatically committing or amending in a pre-push or pre-commit also might be more difficult than it seems, to do it reliably you'd probably have to do some kind of hunk tracking to ensure that only the new formatting changes get included and not any other staged/unstaged changes that are already present. doing something with stash feels really sketchy, it could be worth a shot but I think it will probably result in merge conflicts upon stash pop if the script tries to format something that was also touched by an uncommitted change.

Maybe for lint and format speed you could have the hook pass a list of changed files to script, and it only reformats those specific files (and for example if it didn't pass any py files then it doesn't even start ruff in the first place), which might help the speed, but this doesn't solve the issue of figuring out which changes to commit.

I'm willing to look into this more, if anyone has any ideas about the auto commit stuff lmk. Alternatively we could just have it run the formatter and not auto commit, expecting the user to include those changes in their next commit, not sure if that's good enough though
