Clean up proto field numbers

Description of the task

Our current protos have a lot of reserved field numbers to maintain backward compatibility. This allowed us to rewatch old proto logs but it makes the protos quite messy. This year we aim to do a reset on our protos and clear up our tech dept.

Acceptance criteria

• Explore if there are any protos that we must keep
• Reset other protos
