[Content] Add the Web Applications and Services section and Coming Soon stubs for the DST documentation plan - #144

…or the DST documentation plan Renames the Web Applications section label (folder paths are unchanged), adds a System Response Library product page, home card, and nav entry with a lucide chart-spline icon, and registers every planned DST and System Response Library document as an inactive Coming Soon stub. Removes the unreviewed DST User's Guide draft so the guide starts fresh.

Sets up the site for the DST documentation plan:
