budgie-panel: offset and truncated content in dock mode #57

Actual Issue
While working on fixes for budgie-panel in dock-mode (see WIP BuddiesOfBudgie/budgie-desktop#829), I noticed that the panel is offset and there is truncated / cut off content. This doesn't happen with Materia. Issue is location independent, the gap and truncation occurs regardless of panel position.

Steps to Reproduce

  1. Clone budgie-desktop and check out branch 828-bug-dock-mode-always-left-centres-icon-tasklist
  2. Create left panel, size 36, spacing 2, shadow enabled, stylize regions enabled, dock mode enabled
  3. Add a menu, IconTasklist, clock for noticeable effect
  4. See the gap and truncation (e.g. Budgie Menu start icon, ITL icons lacking space, clock text)
