Corrected NETCDF_PLUGIN_DIR in pyproject.toml so plugins get copied into wheel. Need a similar fix for macos-15 wheels.
Need to figure out why zstd compression tests are passing - they must be finding the plugins somewhere else.
EDIT: made the same directory name fix for macos and wheels are being correctly installed there now too.
