No way to set timezone

There doesn't appear to be a way in the UI to set the local timezone, either during install or after. The "Time Preferences" menu item when right-clicking the time in Deskbar doesn't do anything.

As simple as it might sound like, last time I checked changing time needs some privileges so will have to wait a bit until I get back to finish our capablilities-based security layer. However setting the time from cli should also reflect on the UX in the meantime.

That makes sense. I was looking through several issues in the list and realized that many of them will require a gui auth agent.

The base layer exists, there's a new demo app PrivilegedGuy and now also the PackageManager use the feature. So it shouldnt take long I'm just prioritizing the infrastructure work and then getting back at this.
