Support dotnet LTS version

The global tool requires dotnet 2.2 that actually is EOL (see https://dotnet.microsoft.com/download/dotnet-core)

Any plans to update the tool to a LTS version? this should be 3.1 or at least 2.1

I can't see the build log, but I created another PR and looks like the build succeeds and is waiting for your approval for publishing.
