chore: dashboard restore-defaults chip and CI action bump

- the dashboard chips card gained a 'restore defaults' chip: confirmation, then script.ems_set_defaults
- actions/setup-python v5 -> v7 (v5 still targeted Node.js 20 and warned on every run)
- CHANGELOG: new Unreleased section; the duplicated Documentation heading inside 1.6.0 merged
