Release Please bumps `version:` but not the hand-maintained `artifacthub.io/changes` annotation, so it is updated here before the release PR merges: two `added` entries for podManagementPolicy and the OTel metrics/logs exporters, and a `changed` entry for the serverPort default, which is the one an upgrader from 0.4.0/0.4.1 needs to see. Also drops the generated changelog line for the PR merge commit, which restated the two feat entries above it, and refreshes the current-version references in RELEASE.md and CLAUDE.md.
