does moss cache downloads?

I had a network error interrupt my installation of AerynOS during the package install stage and it re downloaded all of the packages when I started it again.

Not a super high priority issue.

Fully downloaded files are cached, but partially downloaded files are not resumed.

We should be able to support resuming by using using a range request. https://developer.mozilla.org/en-US/docs/Web/HTTP/Guides/Range_requests

Since we have a hash verification check, this should be safe to do.
