fix(ci): install galileo evaluator's dev extra when running its tests

The moved StepRecorder integration test needs agent-control-sdk, which
only lives in the galileo evaluator's dev extra. The test target never
requested that extra, so CI installed a venv without it and failed to
import agent_control.
