  1. Free Tier:
     Use of the software in source and binary forms is free for individual developers, 
     students, educational use, non-commercial open-source projects, and small teams 
     with fewer than 5 developers.
  
  2. Internal Commercial Seat License ($150 USD / developer seat / year):
     Internal organizational usage, CI/CD pipeline integration, or in-house tooling 
     within organizations with 5 or more developers requires an internal seat license. 
     This license grants internal developer use only and does NOT permit offering the 
     engine as a commercial SaaS, cloud API, or re-sold service.

  3. Commercial SaaS & Cloud OEM License ($10,000 USD / year):
     Embedding, hosting, or offering locus-engine as a hosted cloud service, commercial 
     SaaS, cloud API, or white-labeled commercial product requires a dedicated 
     Commercial SaaS & Cloud OEM License.

  THE SOFTWARE IS PROVIDED "AS IS", WITHOUT WARRANTY OF ANY KIND, EXPRESS OR IMPLIED, 
  INCLUDING BUT NOT LIMITED TO THE WARRANTIES OF MERCHANTABILITY, FITNESS FOR A 
  PARTICULAR PURPOSE AND NONINFRINGEMENT. IN NO EVENT SHALL THE AUTHORS OR COPYRIGHT 
  HOLDERS BE LIABLE FOR ANY CLAIM, DAMAGES OR OTHER LIABILITY.

  ALL TIERS OPERATE ON A SELF-SERVICE BASIS. TECHNICAL SUPPORT, CUSTOM INTEGRATIONS, 
  OR SLA GUARANTEES ARE NOT INCLUDED UNLESS EXPLICITLY NEGOTIATED UNDER A SEPARATE 
  CUSTOM ENTERPRISE AGREEMENT.
