Cloning a rule with the same title deletes the original rule

1. Configure the import policy of the wizard to "Import and replace"
2. Create a rule in the Wizard
3. Clone this rule and use the same title
4. The original rule is deleted and a new one is created

It doesn't happen with the import policy "Don't import".
I think the import policy should only be used when we import rules. Cloning a rule is not an import.

Regarding the cloning action I think we should check if a rule with the same title already exists and display a popup asking the user if he wants to overwrite the original rule.
