Add compose-lint

Adds compose-lint, a security linter for Docker Compose files (MIT, CLI). I maintain the project.

Tool requirements

• The tool is at least six months old (repo created April 2026).
• The tool has at least 20 GitHub stars (61).
• The tool has more than one contributor (six outside contributors besides me).
• The description is no longer than 500 characters (495).
• I have not changed README.md directly.
