The blocked merge state here isn't related to this dependency bump — the diff only touches one line in composer.json (guzzlehttp/guzzle: ^7.2 → ^7.2 || ^8.0).

Two unrelated CI issues are causing the required checks to fail:

1. Coding Guidelines (PHP-CS-Fixer) fails on src/File.php and tests/RequestTest.php — files this PR doesn't touch. The same job also fails on the latest main run, so this is a pre-existing style issue in the repo, not something introduced here.

2. Tests - PHP8.3 [Low/High] actually pass (OK (230 tests, 572 assertions)), but the job is marked as failed because the Codecov upload step errors out with "Token required because branch is protected". Dependabot PRs don't have access to repo secrets, so the Codecov token isn't available — this doesn't happen on main, where the secret is accessible.

Neither issue is caused by this PR. Unblocking it would need a maintainer to either fix the pre-existing style issues, make Coding Guidelines/Codecov non-blocking for Dependabot PRs, or adjust the workflow trigger so the Codecov token is available.
