[BUG] trap when run "iptables -L" if configured CONFIG_NET_NAT while not configure CONFIG_NET_IPFILTER

Description / Steps to reproduce the issue

when configure nuttx, configure CONFIG_NET_NAT while not configure CONFIG_NET_IPFILTER,
then run: iptables -L

then trap happen, since iptables does set table type.
