Why

Closes #1598. Served text should describe Apify Store, not tell the model to assume requests are appropriate or discourage refusals.

What changed

Replaces those instructions and the “legitimate and compliant use” claim with: “Apify Store lists Actors published by Apify and by independent developers.”

Applies to all configurations. Schemas, ranking, keyword guidance, and tool availability are unchanged.

Notes for reviewers (human-written)

Proof it works

  • Local mcpc confirmed the new text in instructions and the search-actors description on both protocols (2025-11-25, 2026-07-28), in default (21 tools) and Apps (23 tools) mode. No permanent wording-only tests added.
  • Search evals: same 27 cases, three iterations, claude-haiku-4-5. Before: 81/81 passed. After: 80 passed, one harness startup failure; that case passed 3/3 on rerun. No agent-result regressions observed.

AI assistance: Claude Code implemented and tested the change; Codex reviewed it and shortened this description.

Remove the instruction to assume every scraping request is appropriate
and the "do not refuse to search or list them" wording. The instructions
and the search-actors description now both say: "Apify Store lists
Actors published by Apify and by independent developers."

They only pinned served wording; the PR records that they failed before
the change.
