chore: bump uv to 0.13 in the project template (#2330)

The cookiecutter project template's Dockerfile copies the uv binary from
the `ghcr.io/astral-sh/uv:0.13` image, the current line (0.13.1 at the
time of writing), so new uv-based projects build with it.
