Product's view is that TPS rate limiting on the Free plan inhibits migrations off Gateway, so it's removed outright rather than replaced with an alternate mechanism. Also drops the now-unused apollo-qos and apollo-errors dependencies. Co-Authored-By: Claude Sonnet 5 <noreply@anthropic.com>

The
license_enforcementplugin no longer rate-limits traffic based on the transactions-per-second (TPS) claim in a router's license. Previously, requests exceeding the Free plan's TPS threshold were rejected with a503and aROUTER_FREE_PLAN_RATE_LIMIT_REACHEDGraphQL error. This enforcement is removed outright, with no replacement rate-limiting mechanism in the plugin.Checklist
