Improve WPA-plugin installation process

We can see now that new WPA can install plugins with PTIX package.

A PTIX package, identifiable by the .ptix file extension, encapsulates a single WPA plugin along with its associated metadata. This package allows WPA and other SDK drivers to install and manage plugins to a persisted repository. See:

DOD:

• Provide WPA-plugin and WPA-plugin-etl proper PTIX Package.

Maybe we can do it after we merge both.
