The page actions sit on the title's line, not under it

The left-aligned header gave .field-kit__page-actions a bottom margin on top
of the rem of bottom padding the row already carries, so the button that
belongs beside the heading sat a clear gap below it. The buttons themselves
were fixed earlier; this is the container, which is where the space actually
came from.
