When first starting a drag of a draggable element, the "copy" cursor can sometimes flash

I noticed the above bug in Chrome on macOS and could not find a workaround myself. The bug is being tracked here:

There is even a PR for it:

Both the bug report and the fix have been stale for a couple of years. So I wonder if there is a way to fix this problem inside pdnd. Either way, this bug with drop effect seems to be worth the attention.
