Switch from assertoor to dora (ethpandaops/dora:eip7928-support) which uses go-eth2-client from attestantio/go-eth2-client#268. Align network params and spamoor scenarios with the recommended bal-devnet-3 config from https://notes.ethereum.org/@ethpandaops/bal-devnet-3#Local-testing.
