Enables the JumpStart region build for me-west-1 (RUH) by adding the me-west-1 content and gated content buckets to the PySDK region_config.json, following the me-central-1 / eu-central-2 pattern (reference PR #4907 for eu-central-2).

Adds:

• me-west-1 content_bucket: jumpstart-cache-prod-me-west-1
• me-west-1 gated_content_bucket: jumpstart-private-cache-prod-me-west-1

Neo (neo_content_bucket) is intentionally omitted: sagemaker+neo is NOT_PLANNED in RUH and exposes no service_prod_speculativedecoding_me-west-1 custom property.

image_uri_config framework-registry entries for me-west-1 are out of scope for this change: 14/82 framework configs already carry me-west-1 and per team guidance (L007) image_uri_config coverage need not be universal; adding further framework registries requires DLC on-call confirmation of which images exist in the me-west-1 DLC ECR account 124382933778 (tracked separately).

Approval and merge are the sagemaker-codex on-call's.
