Description of changes:

Adds the eusc-de-east-1 (THF, AWS European Sovereign Cloud) registry (204133271717) to the PyTorch inference image URI config for version 2.6.0. The pytorch-inference 2.6.0 images are available in that region, but image_uris.retrieve() couldn't resolve them because the region was missing from the config.

The account matches the existing eusc-de-east-1 entries for PyTorch training 2.9.0 and 2.10.0. Only this one registry entry changes; the rest of the file is untouched.

With this change:
