Build with Go 1.26.10 and stamp v0.15.1 (#932)

Sets toolchain go1.26.10 for GO-2026-6809 (crypto/x509), which stopped the v0.15.0 release before anything published, and stamps nix/package.nix and both plugin.json files for v0.15.1. flake.lock stays where v0.14.0 had it: today's nixpkgs-unstable dropped ruby_3_3, so moving Nix to a newer Go goes in its own PR with Ruby 3.4.
