• no production promotion, runtime/server mutation, manual Actions rerun, branch deletion, trading or capital effect;
• can_trade=false; capital_permission=DENY; execution_authority=NONE.

If natural CI is green, the next step is only to prepare a separate R70 source→static projection/preview gate. Do not merge this PR under this approval.
