Adds a pinned development image, repository-specific dependency setup, editor configuration and smoke checks. The devcontainer guide documents native checks, optional profiles and platform limits; Dependabot tracks development image updates.
Validation: Linux amd64 image build and lifecycle smoke checks, shell and Dockerfile lint, Markdown checks, and independent behavior and delivery reviews. Native desktop/hardware integration and ARM64 startup remain unverified.
