What changed in this PR
Updates Azure deployment defaults to address unsupported Storage v1 accounts (#510) and package URL redirects that block new Linux Consumption Function App deployments (#511).
Changes:
- Switches the storage account kind to
StorageV2. - Updates the deployment UI’s package default and fallback to the direct repository URL for
stat-2.3.1.zip.

Due to deprecation of v1 storage account we need to change the default deployment to deploy a v2 account. Additionally, due to changes in WEBSITE_RUN_FROM_PACKAGE we can no longer run the package direct from releases and need to run it from the repo where there are no redirects.
To test this release use this link and in the advanced options, select the deploy branch as
510-question-storagev2and the package url ashttps://raw.githubusercontent.com/briandelmsft/SentinelAutomationModules/refs/heads/main/Releases/stat-2.3.1.zip, otherwise the deployment will fail. This won't be needed once merged into main
