fix(test): calibrate the shard runner's memory budget to measured peaks
Peaks are dominated by individual heavy test modules (a 14-file shard peaked at 830 MiB while a 147-test shard peaked at 94 MiB), so splitting shards further cannot reduce them; the budget sits at 1000 MiB, just under the host's 1024 MiB per-process guard.
