fix(golden-soak): restore byte-identical producer.py in the immutable source pack

bdb1ea4 rewrote a comment path inside scripts/golden_soak/pack/producer.py,
which broke the 20260819-07 manifest identity (16460 bytes) and raised the
G-PACK blocker in the architecture gate; CI test-unit failed on
test_ci_soak_foundation and the gate/runtime tests. The pack is
source-reference-only and must not be edited; the comment now matches the
recorded bytes again.
