fix(repo): unstage two pre-existing local WIP files accidentally committed with the namespace migration

tests/unit/test_golden_4h_soak_verify.py asserts the existence of the
local untracked .codex-grok-tasks soak packet, so it can only run on the
verification host (CI test-unit went red on it); docs/operations/
cycle-guard.md is the same session-local WIP. Both were untracked before
the F-09 commits and return to untracked — content unchanged on disk.
