docs: retire hedges about work that has since been done
A caveat that has stopped being true does not read as harmless history; it
reads as an open task. Three of them survived the 2026-09-08 push.
The provider-lock step in terraform-validate carried "It has not been
observed on a GitHub runner until the owner pushes." It has now, on
ubuntu-latest: all three platforms regenerate to an empty diff, which is
the whole point of the guard. ASSUMPTION-T-36-CI-LOCK in the OIDC runbook
is marked discharged against that run and narrowed to what is still
unobserved -- the darwin_arm64 and windows_amd64 entries are regenerated,
never consumed, because CI has no runner on either.
The sdk-ts job was annotated as still needing branch-protection wiring. It
is one of the 15 required contexts, so the comment now says what that
implies instead: renaming the job removes a gate silently, because a
required context that never reports blocks merges rather than failing
them.
PROJECT_CLOSURE.md and release-readiness.md called cf247ba local-only and
unpushed; it has been in origin/main since the push. Dated records under
docs/evidence/ and docs/perf/ keep their wording -- they describe a moment,
not the present.
