Add support for encrypted SSL/TLS connections to PostgreSQL

Must be configurable to connect to database where TLS is mandatory.

Background

Right now ssl is hardcoded to false for PostgreSQL and no way of changing/configure that but to fork

@hvn2k1 fantastic job bringing PostgreSQL to Bucketeer, run into problem to deploy it with RDS PostgreSQL, no way around but to fork/use a proxy
