Subject: [PATCH] Fix the GitHub Pages workflow

GitHub retired the ubuntu-20.04 runner image, so deploy jobs queued
forever. Run on ubuntu-latest, update the checkout, mdBook and gh-pages
actions, and drop book.toml's multilingual key, which mdBook 0.5 rejects.
