I offered to grab some weather files for @mswilburn and needed to change date ranges, realized this is at least the third time I've come back to use this "one-off" script again, and pulled the hard-coded paths out to cmd args.
This isn't used by anything in the canonical workflow, just making the tool a little nicer for next time.
