[CFFDRS R Bug]: Non existent Fuel Types Declared - never get flagged

### What happened?

Currently there is no D-2 model, but if you enter it, it doesn't warn you that fuel does exist. It is only checking for null or NA. We need a warning when a fuel does not exist within the parameter lookup.
