Moves uart.ctrl from 0x0 to 0x40 and downgrades the enable field from rw to read-only (two breaking changes), flips the enable reset value (behavioural), and adds a description, an overflow field, and a baud register (compatible). The review gate should annotate all of these and fail on the two breaking changes.
