SafeLock returns false at once when navigator.locks refuses the request, and the follower then polled the shared store for the whole deadline although no tab was minting. Poll only when the lock wait actually ran out, and read the store once more after the deadline passes, as before.
Description
When an instance doesn't configure its own limit, ClerkJS now waits up to 10 seconds (up from 5) for the Device Intelligence result before sending a sign-in or sign-up. Instances that set their own value are unaffected, and the configurable maximum stays at 10 seconds.
The wait also stays bounded when the device clock changes or another tab is already running the check.
Trade-off: in the slowest cases, a sign-in or sign-up can take up to 10 seconds to send instead of 5.
