feat(mosaic): list the active organization's pages in UserProfile - #10491
<UserProfile /> in @clerk/mosaic gets a mode, like UserButton:
combined (default): the active organization's pages (General, Members, API keys, plus custom pages) are listed after the account's, under an "Organization" heading in the nav.
user: the account's pages only, even when an organization is active. The organization model is never read in this mode.
Organization page ids are prefixed with organization/, so they can double as URL segments once the profile routes. defaultPage='organization/members' opens an organization page, and ids that both profiles use (apiKeys, or a custom security) don't collide. A new organizationProfileProps prop takes customPages, pageOrder, apiKeysProps and afterLeaveOrganizationUrl for the organization's pages.
Supporting changes:
Profile.NavGroup: a labelled run of nav items. As tabs, each tab is described by the group label (aria-describedby) and the label is aria-hidden, so the tablist only holds tabs. In the compact select, it renders a real listbox group.
Select.Group and Select.GroupLabel primitives.
ProfilePagesView: the page list → Profile rendering shared by the user and organization profile views. organizationProfilePanels builds the organization panels for both OrganizationProfile and the combined UserProfile.
The profile modal options (UserProfileModalOptions) take mode and organizationProfileProps too, and the UserButton profile modal example in Swingset now opens the combined profile, with Manage organization opening organization/general. The exported <UserButton /> still opens the clerk-js profile.
Defaulting to combined changes what an existing <UserProfile /> shows for a user with an active organization.

Walkthrough
The changes add labelled groups to Profile and Select navigation, with accessibility semantics for tab and compact option layouts. A shared view renders profile pages in groups. UserProfile supports combined account and organization pages, plus an account-only mode. Organization page IDs use the organization/ prefix. Custom page paths are deduplicated, and tests and stories cover grouping, visibility, ordering, and selection.
clerk/javascript#10492: Adds search entries from resolved UserProfile pages and uses the page-list construction, props, and prefixed organization IDs changed here.
clerk/javascript#10458: Changes the localization contract for the user and organization profile messages used here.
clerk/javascript#10508: Follows up on combined UserProfile page selection and organization-prefixed page validation.

Add an @clerk/mosaic release entry.
This PR changes the public @clerk/mosaic package. The empty changeset is valid syntax, but changeset version has no package entry to version, so the release workflow can omit these changes. Use a package changeset instead of an empty changeset.

Page ids can collide in the combined profile
An account custom page whose path is an organization page id clashes with that page. For example, customPages={[{ path: 'organization/general', … }]} on <UserProfile /> with an active organization:
both General tabs show as selected
both panels render
defaultPage='organization/general' can't tell which one it means
Two custom pages with the same path do the same thing inside one profile, including a standalone OrganizationProfile. Today customById keeps the last page for a path, while the appended list keeps every one.
Proposed fix, without picking a winner between built-in and custom pages:
Reserve organization/ for organization pages.UserProfile skips an account custom page under that prefix, in both modes, with a dev warning. The id alone then says which side a page belongs to, and the ids stay safe to reuse as URL segments later.
Keep the first custom page per path in both resolveUserProfilePages and resolveOrganizationProfilePages, and warn about the rest with legacy's message (warnForDuplicatePaths in packages/ui/src/utils/createCustomPages.tsx).
Open question: whether organization/<page> is the URL shape we want once routing lands (#10490 doesn't cover it yet).

Select.Group and Select.GroupLabel drop refs on React 18
Both are plain function components, and neither passes a ref to useRender. On React 18 a ref on them comes back null and React warns about refs on function components. Profile.NavGroup passes a ref to Select.Group in the compact select, so it's affected too.
Mosaic's peer range still includes React 18 (^18.0.0 in the peer-react catalog), and the repo's tests run on 18.3.1. A ref test reproduces it: expected null to be <div role="group">.
Fix: wrap both in React.forwardRef and pass ref to useRender, like SelectTrigger, SelectPopup and SelectPositioner already do.

Preserve the generated label ID.
mergeValue gives caller props precedence. Therefore, id="custom" replaces labelId, while SelectGroup still references labelId through aria-labelledby. The group then loses its accessible name.
Make the generated ID win, or use the custom ID consistently in aria-labelledby. Add a test for a custom label ID.

Just calling this out: AGENTS.md says not to add code comments, with JSDoc reserved for package public exports (docs/CONTRIBUTING.md). A few of the new doc comments are on code that isn't exported from @clerk/mosaic:
profile-pages.view.tsx: ProfilePage, ProfilePageGroup, the props, ProfilePagesView
organization-profile.view.tsx: OrganizationProfilePageListOptions and its fields, organizationProfilePageList
Open page comes back after switching organizations (existing in OrganizationProfile)
Not introduced here, but this PR makes it reachable from UserProfile too, so flagging it before the export. Both profiles store the open page once and, when it's no longer in the navigation, only show the first page instead of updating what's stored.
Reproduced live against a staging instance, with a user who is Admin in Acme and has a role without members access in Globex:
In Acme, open Members in a mounted <UserProfile /> or <OrganizationProfile />.
Switch to Globex with the organization switcher. Members disappears and the profile shows Account (or General).
Switch back to Acme. Members reopens by itself.
Suggested fix: once the organization has loaded, replace an open page that isn't listed with the page actually shown. It could go in a small follow-up PR, since it touches both profiles.
Skip account custom pages under the organization/ prefix in UserProfile, and keep only the first custom page per path in both profiles, warning about the rest.
