fix(repo): Correct Claude Code Bash deny rule syntax - #10568
Fixes five Bash(cat ...) deny rules in .claude/settings.json that Claude Code warns about on every startup. :* is only a prefix match on a rule with no other wildcards, so in these rules it was read as literal text and the rules didn't match real commands.
Plain reads such as cat foo/test.pem were already denied. The docs say Read deny rules also apply to cat, but that cause wasn't tested in isolation.
The corrected rules also match suffixed names. cat foo/test.pem.bak ran before this change and is denied after it.

Walkthrough
Five Bash(cat ...) deny patterns no longer require a colon before their wildcard suffixes. The changeset file now contains opening and closing YAML delimiters, with no content between them.
A narrow gap remains in Bash protection for .env files, although the neighboring Read rules may still block direct reads; the localized rule fix should be applied.

Full details: Description check
Explanation
The description states that five Bash(cat ...) deny rules in .claude/settings.json were fixed because the ':*' suffix was read as literal text rather than a prefix match, so the rules did not match real commands. It also notes that plain reads were already denied via Read rules and that suffixed filenames such as cat foo/test.pem.bak are now denied. This directly matches the changeset, which removes the colon before the wildcard in five deny patterns. The description is specific and on-topic, so the check passes.
