ci(repo): scope integration suites to the packages they load - #10653
Stacked on #10648, which needs to merge first. This PR targets that branch, so the diff shows only this PR's changes. GitHub will retarget it to main once #10648 merges.
#10648 made the express suite rerun only when something it uses changes. This PR does the same for 15 more suites. Each one now lists the packages its test apps use, so changes to other packages reuse the last result. On a PR that changed only expo, the 26 integration jobs used about 40 minutes of runner time instead of 81 to 92. The measurements are in the comments.
Every suite uses the shared packages: backend, clerk-js, shared, testing and ui. A change to a package also reruns the suites of every package built from it. That's why react appears next to every suite whose apps use nextjs, react-router or tanstack-react-start, and why localizations (which ui builds from) and msw's package.json (which clerk-js depends on) rerun every suite. Every suite also still reruns when anything in integration/ changes.
Nobody wrote these lists by hand. The check from #10648 works them out from the test apps and fails if turbo.json disagrees. It now also catches a test that adds a package to its app directly. The machine and custom suites build their apps inside their tests rather than picking them by name, so the check reads those apps from the tests. If it can't find any app for a suite, it won't let that suite be narrowed.
Six suites keep working as they do today: ap-flows, localhost, sessions, handshake, chrome-extension and electron. For most of them the check can't find their apps. ap-flows also tests SDK versions published to npm. #10661 handles these six.

Integration suite dependency discovery now includes app configurations referenced by app IDs or tagged tests, and package dependencies added by tagged tests. Integration Turbo tasks now declare package build dependencies and use narrowed integration-file inputs.
clerk/javascript#10648: Introduced the integration-suite dependency check and Express cache configuration that this PR extends to other suites.
clerk/javascript#10659: Changes package build inputs and Turbo build configurations, which affect the package build dependencies declared here.

This change narrows which integration suites rerun in CI. No concrete merge-blocking risk was found. A possible future parser gap for trailing-comma calls is optional hardening.

Explanation
The title "ci(repo): scope integration suites to the packages they load" matches the main change. The PR narrows 15 more integration suites so each reruns only when the packages its test apps use change, and it updates the dependency check and turbo.json to match. The title is specific and uses a conventional commit prefix. It does not mention the stacked dependency on #10648 or the runner-time savings, which is acceptable because the title need not cover every detail.

Full details: Description check
Explanation
The description is related to the changeset. It states that it is stacked on #10648 and extends the express suite's package-scoped rerun behavior to 15 more integration suites. It lists the packages each suite uses, the shared packages, the machine and custom suites' app discovery from tests, and the six suites that keep their current behavior. It also reports CI runner-time measurements. This matches the changes described in the raw summary of turbo.json and the dependency test, so the check passes.

I checked this in CI by pushing two throwaway commits, each a one-line comment, and then reverting them in 2a20a6d. The branch's code is the same as 6af7915.
The 14 narrowed suites run as 16 jobs, because nextjs and quickstart each run on Next 15 and 16. In the expo run, whole-job time for those 16 jobs went from 3,408s to 1,049s. The ~66s per job that's left is setup: checkout, install, build and the local registry.
The 8 suites this PR doesn't narrow reran and passed in all three runs, as expected.

One more line in packages/expo, plus #10629 on main (mosaic only)
1 of 18 (mosaic)
The second run doesn't tell us anything about expo. CI tests each PR merged into the current main, and #10651 changed turbo.json and the lockfile in between, so every key changed. The third run is the clean one: the only changes were the expo line and a mosaic-only commit on main. Only mosaic reran. Machine, custom and the other 15 narrowed jobs reused their results.
The 6 suites this PR doesn't narrow reran in every run, as expected.
Two failures in those runs come from main, not this PR. The Unit Tests jobs in the second run hit their time limit, because #10651 made every unit test rerun from scratch. The release PR timed out the same way. The third run failed one Mosaic feature test (user-profile-mfa.feature.test.tsx, "submits the entered SMS code through the Verify form"). That job doesn't use the integration cache.
I compared CI runs on this PR where every suite reran against runs where the change touched only expo, which none of the narrowed suites use. All numbers come from GitHub's job timings.
Every suite reran
Expo-only change
Runner time, all 26 integration jobs, 14 suites narrowed
For comparison, an expo-only PR from before this work, #10644, used 78 minutes (run).
In plain terms: when a PR doesn't touch anything a suite uses, that suite's tests are skipped, and the 26 integration jobs use about half the runner time.
Things to keep in mind:
It only helps when a PR leaves the shared packages alone. A change to shared, clerk-js, ui, backend or testing still reruns every suite. Judging by the last 300 commits on main, most narrowed suites would have rerun about 88 times instead of about 245. That's a rough estimate based on which files each commit touched.
Skipped jobs still take about a minute each to check out, install and build. A later change could cut that too.
The whole CI run finishes only a few minutes sooner. Once the integration jobs are quick, you're mostly waiting on the unit tests, which take 6 to 9 minutes.
Job times vary from run to run. The Next 15 job took anywhere from 7.7 to 14.9 minutes in runs where nothing was skipped, so treat these as ballpark figures, not exact savings.
An expo-only edit now leaves the turbo hash of all 15 newly scoped suites unchanged, so they hit the cache; before, all of them changed. The six unscoped suites still rerun on both.

Reruns follow each suite's package list
Every listed and shared package reruns its suites, and an integration/ edit reruns all 24. The table leaves out triggers that come through build dependencies: localizations and msw rerun all 15 scoped suites, and react reruns 8 more than listed.

…ages they load
Thirteen more integration suites now depend on the builds of the packages their apps, tagged tests and harness load instead of every package's sources, so unrelated SDK changes reuse their cached results. The dependency check now also reads packages that tagged tests add to their apps directly.
…ages they load
These suites build their apps inside their tests instead of selecting long-running apps by id. The dependency check now accepts that as long as the tagged tests reference at least one app config, so suites whose apps can't be found still can't be narrowed.
