Helm Chart v0.14.12 did not automatically release after binary v0.14.0 was released

https://github.com/cloudprober/cloudprober/releases/tag/v0.14.0 was released on 2025-04-15, but the helm chart did not automatically track the release and update.

It appears https://github.com/cloudprober/helm-charts/actions/workflows/app_version_update.yml has been disabled by Github
