What this PR does
Releases v0.16.2: version 0.16.2 in the Makefile and controller, and the CHANGELOG heading for the setting merged in #72.
Why
v0.16.2 is a patch release: it adds an opt-in setting and leaves existing setups unchanged.
BYPASS_ORDER_PRECAUTIONS=yes|noticks or unticks Gateway's Bypass Order Precautions for API Orders box under API → Precautions and reads it back after login (#68); unset leaves the box as it is.Checklist
